Qatar has reiterated its commitment to fulfilling the international obligations dictated by its partnership with the international community to achieve the goals and purposes of the Charter of the United Nations, stressing that maintaining international peace and security is a shared responsibility and requires states to make the utmost efforts to find just solutions to common challenges.

This came in a statement delivered by Qatar's Permanent Representative to the UN, Sheikha Alia Ahmed bin Saif al-Thani at the official meeting of the UN Security Council to discuss "strengthening international law in the context of the maintenance of international peace and security".

Sheikha Alia noted the steps taken by Qatar, which reflect its commitment to the international community's agreement, promoting understanding and dialogue, promoting values of tolerance and co-operation, combating extremism and terrorism, reducing impunity and holding accountable perpetrators of mass crimes.

She referred to Qatar's documented efforts to reduce tensions and prevent and resolve conflicts by peaceful means, which had achieved successful results that had been appreciated by the Security Council.

The ambassador said, "Despite this record of regional and international cooperation to achieve the goals and purposes of the Charter, which has been recognised by the United Nations, Qatar has faced, for nearly a year, an unjust blockade and arbitrary unilateral measures under false pretenses and baseless arguments that contradict the provisions of international law and human rights, contrary to the basis of friendly relations, which have serious consequences for regional and international peace and security."

She added that current and emerging threats to international peace and security were growing in the absence of compliance with the obligations under international law. “This serious challenge was compounded by poor cooperation to contain those threats to the world and to prevent and resolve conflicts and crises by peaceful means.”

Sheikha Alia pointed out that the exacerbation of these conflicts and crises is the spread of impunity for serious violations of international humanitarian law and international human rights law, praising the experience of the international community, which emphasised that the various threats to international peace and security can only be met within the framework of cooperation, concerted collective action and respect for international law, referring to the international fight against terrorism, which highlights the added value of international cooperation and respect for international law.

The ambassador noted that international law and the institutions concerned with the imposition of the obligation reflected the will of states, which was the presence of international and international judicial institutions established by the international community, which had enriched, recognised and respected international law.

She said that "international law has achieved many gains for humanity, but violating its provisions or ignoring them and disrespect affects the credibility of international institutions and is reflected in the face of international challenges and crises and its implications on international efforts to maintain international peace and security.

The ambassador added that it is a striking paradox in today's world that there is a promising international reality in various areas of life and an alarming increase in conflicts that the international community is unable to resolve. “This requires international institutions to fulfill their mandates to enforce international law,” she noted.

In light of the magnitude and gravity of the threats to international peace and security, there is an urgent need to strengthen the mechanisms adopted by the international community in the area of collective security to resolve disputes, find solutions to international crises, confront any attempts to change the international situation, or to violate its conditions in an illegal manner, and not to harm international peace and security.

She referred to the suffering of Palestinians in the Gaza Strip, saying that while the Security Council was dedicating this meeting to promoting respect for international law, the unarmed Palestinians in the Gaza Strip suffer during their peaceful and legitimate protest were flagrant violations of international law, reiterating Qatar's condemnation in the strongest possible terms.

“In view of the seriousness of the violations committed by the Israeli occupying forces, Qatar calls upon the Security Council and the international community to assume its responsibilities to protect Palestinian civilians based on the relevant international instruments,” she added.

She noted that the shared responsibility of member states for international peace and security requires respect for international law, for which the Security Council was meeting today to promote compliance with it, saying that this would not be achieved with policies based on the threat of undermining and violating states sovereignty and Illegal objectives.
