The Shura Council held on Monday its regular weekly meeting at Tamim bin Hamad Hall, under the chairmanship of HE Speaker of the Council Hassan bin Abdullah Al Ghanim.
At the beginning of the session, the Shura Council praised the participation of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani, in the 43rd session of the Supreme Council of the Cooperation Council for the Arab States of the Gulf (GCC), and the Riyadh-Chinese Gulf Summit for Cooperation and Development, which were held in Riyadh, of the sisterly Kingdom of Saudi Arabia.
The Shura Council valued the Final Communique of the two summits praising Qatar for hosting and organising the FIFA World Cup Qatar 2022, which contribute to the civilised and cultural rapprochement between the people of the world, and the leaders' denunciation of the tendentious media campaigns directed against the State of Qatar.
The Council welcomed the outcomes of the talks held by His Highness the Amir Sheikh Tamim bin Hamad Al-Thani and President of the People's Republic of China Xi Jinping, which reviewed the bilateral strategic partnership between the two friendly countries and aspects of developing them in all fields, particularly economic, investment, energy, and industry fields.
The Council also welcomed the outcomes of the Gulf Summit, which emphasised the need to strengthen joint Gulf action, praising the outputs of the Riyadh-Chinese Gulf Summit for Cooperation and Development, which stressed the importance of strengthening mutual relations between the GCC countries and China in order to achieve the common interests of both sides.
The Council reviewed a draft law amending some provisions of the Income Tax Law promulgated by Law No. (24) of 2018, which was referred to the Council by the esteemed government, and decided to refer it to the Financial and Economic Affairs Committee to study it and submit a report thereon to the Council.
The Council also reviewed a number of reports related to the Shura Council's participation in a number of parliamentary events, which were held in person and via video conference.
In this regard, the Council reviewed the report of the Council delegation's participation in the Baku Conference of the Non-Aligned Movement Parliamentary Network, which was held from June 30 to July 1, 2022, and discussed the role of the Non-Aligned Movement in addressing the challenges facing peace, security and sustainable development, promoting peaceful coexistence and sustainable development for all peoples, and emphasising the important role that the parliamentarians of member states can play in the movement, in order to ensure full and effective compliance with the founding principles of the movement, and to achieve its ideals and purposes.
At the same session, the Shura Council also reviewed a report on its participation in the meeting of the Permanent Office of the High-level Parliamentary Group On Technology, Innovation and Digital Transformation of the Arab Parliament, which was held in the Jordanian capital, Amman in July 2022, and discussed the group's work strategy with the aim of forming the first Arab parliamentary network in the field of science and technology, to build bridges of cooperation and coordination and bridging the gap between the science field and the parliamentary field in the Arab world.
The Shura Council also reviewed the report of the Council’s participation in the 7th meeting of the legal team of the Executive Committee of the Arab Inter-Parliamentary Union, which was held via videoconference technology in August 2022, where the Council presented a number of guiding models on laws that keep pace with international agreements in the fields of environment, intellectual property, electronic crimes and information technology.
The session also included a review of the report on the participation of the Shura Council in the works of the first session of the third legislative term of the Arab Parliament, which was held last October in Cairo, and discussed the overall developments in the Arab arena, in addition to reviewing ways to enhance joint Arab action.
At the end of the session, the Shura Council congratulated His Highness the Amir Sheikh Tamim bin Hamad Al-Thani, His Highness the Father Amir Sheikh Hamad bin Khalifa Al-Thani, His Highness the Deputy Amir Sheikh Abdullah bin Hamad Al-Thani, and the Qatari people on the anniversary of the country's National Day, which falls on Dec 18 of each year.
The Council renewed the pledge and allegiance to His Highness the Amir, affirming its keenness to continue the hard work for the interest of the country, and the sincere endeavour to meet the aspirations of citizens.
The Shura Council affirmed that the lofty principles and values established by the founder, Sheikh Jassim bin Mohammed bin Thani, will remain a guide for the people of the country for further progress, development and prosperity.
