HE Minister of Justice Masoud bin Mohammed Al Amri affirmed that celebrating this year's Qatar National Day, which coincides with the FIFA World Cup Qatar 2022, has a historical significance that combines pride in the wise leadership and the great achievements that enhance the development renaissance in various fields.
His Excellency congratulated His Highness the Amir Sheikh Tamim bin Hamad Al-Thani, His Highness the Father Amir Sheikh Hamad bin Khalifa Al-Thani, His Highness the Deputy Amir Sheikh Abdullah bin Hamad Al-Thani, Qatari people and residents in Qatar on the anniversary of the National Day.
In a special statement to Qatar News Agency (QNA), HE the Minister indicated that the major achievements that the legislative and legal system has been at the forefront of major achievements that enhance our development renaissance in various fields, as well as consolidating the principles of prompt justice thanks to the wise vision and leadership of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani, in addition to the tight and informed planning of the government, headed by HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani, with the aim of achieving a vision, ideas, continuous development and modernisation that contributes to improving performance and upholding the values of citizenship and the rule of law.
He pointed out that hosting FIFA World Cup Qatar 2022 created commitments and guarantees from the government of Qatar and FIFA, which necessitated the creation of a legislative mechanism that constitutes a comprehensive framework for these obligations, represented by Law No. 10 of 2021, adopting legal measures to host the tournament, which defines organisational matters and special procedures to simplify the course of the tournament and provide the required facilities with regard to the entry and exit of the organisers and participants in the tournament, security clearances, corporate procedures, tax and customs exemptions, protection of FIFA's intellectual property, commercial and advertising rights, and matters relating to healthcare.
He noted that Law No. 10 of 2021, adopting legal measures to host FIFA World Cup Qatar 2022, was comprehensive and organised for all legal procedures related to hosting the World Cup, in order to be flexible and consistent with local regulations and international requirements, and to embody the vision of Qatar and its wise leadership to establish best practices and uphold the role of law enforcement institutions to protect organisational rights during the tournament.
His Excellency added that the Ministry of Justice has prepared an ambitious program for training, rehabilitation and legal awareness activities to support the national efforts to host the tournament in cooperation and coordination with the competent authorities, foremost of which is the Ministry of Interior and the Supreme Committee for Delivery and Legacy, as well as organising more than ten programs aimed at contributing to the optimal organisation of the World Cup, which were distributed among training courses, legal seminars, and workshops that included awareness of the legal measures to host the World Cup, and the legal regulation of sports in Qatari law, in addition to organising seminars on security and legal measures to host the tournament, and publishing educational videos that were prepared to introduce the legal procedures related to the entry and exit of those coming to Qatar during the hosting period, and FIFA's trademark rights.
On the ministry's achievements and future plans, he pointed out that the ministry has made many achievements that keep pace with Qatar National Vision 2030, especially the vital projects and initiatives that are in line with Qatar Digital Government projects, and the sectoral plans of the National Development Strategy 2018-2022.
He revealed that 35 legal and service projects were implemented within the strategic plan of the Ministry of Justice 2020-2022, which has been classified by the Planning and Statistics Authority as a model plan to be measured against, indicating that these projects include various fields related to supervising the practice of legal professions, ensuring the provision of electronic services with accuracy and high quality to all citizens and residents, providing legal training to the target groups in the legal system of the country, and coordinating with government agencies regarding cases filed by or against them.
Regarding the Ministry's plans on digital transformation, HE the Minister stated that the work is underway to convert the services of the Ministry of Justice into electronic services within an integrated plan for the digital transformation process, in order to restructure many public services, and to increase the number of services provided to 209 electronic services, most of which are provided in an integrated electronic form, adding that the Cabinet approved two draft laws prepared by the Ministry on the regulation of real estate registration and documentation, with reference to the launch of the upgraded version of the online state lawsuits system, which aims to facilitate the work procedures of the Department and its dealings with the relevant authorities, and the launch of the real estate brokerage system at the Ministry of Justice, which provides a flexible and advanced portal for self-services to real estate brokers, in addition to the launch of an electronic portal for publishing legal research in the legal and judicial magazine.
Regarding training sector, he said that the Center for Legal and Judicial Studies in the Ministry had launched the legal and judicial training program for the year 2022, which includes about 142 specialised and obligatory training courses, including 94 specialised courses for jurists, lawyers and members of judicial bodies, and 48 specialised courses for judges, members of the prosecution, assistant judges, and assistant prosecutors, with the large participation of employees of about 35 governmental or quasi-governmental agencies, and 22 lawyers under training.
In the same context, he noted that specialised training courses in the fields of arbitration, and licensing for a batch of legal notaries authorised by the Ministry of Interior, as work is underway to activate the legal professions and strengthen them with Qatari national cadres in the fields of law, real estate brokerage and expert affairs.
Concluding his statement to QNA, HE Minister of Justice Masoud bin Mohammed Al Amri pointed out that these achievements confirm the progress of the state according to a wise vision that anticipates the future and inspired by the lofty principles and noble values established by the founder, Sheikh Jassim bin Mohammed bin Thani, noting that the celebration of the National Day in conjunction with the great achievement represented in the FIFA World Cup Qatar 2022, is conclusive evidence of the solidarity and cohesion of the Qatari people behind their wise leadership and their response to the call of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani in his speech during the opening of the current session of the Shura Council, to intensify the success of hosting the FIFA World Cup Qatar 2022.
