Assistant Undersecretary for Educational Affairs at the Ministry of Education and Higher Education (MoEHE) Maha al-Ruwaili emphasised that the ministry will adopt, through the launch of its new strategy, a comprehensive and integrated approach to improving the quality of education in Qatar and expanding access to it, with a focus on ensuring sustainability and innovation in its educational system.

In her remarks to Qatar News Agency (QNA) on Monday, al-Ruwaili described the strategy as ambitious, saying that it includes 14 goals to improve the quality of education and 24 strategic programmes within four axes related to the different stages of education, starting from pre-primary education and education from the first to the 12th grade, then post-secondary education and continuing education, while the fifth axis focuses on supporting the education system through a set of its enablers.

She pointed out that the educational system's capabilities include strategic programs aimed at preparing national cadres, attracting and retaining distinguished talents, improving the overall governance of the education system, disseminating data, and strengthening local and international partnerships. She indicated that stimulating investment in the field of education, in addition to using resources efficiently to achieve high-quality results are among the things targeted by these programs.

Al-Ruwaili noted that the ministry's strategy 2024-2030 will contribute to developing the education system in Qatar through the strategic programs it includes, which in turn contribute to achieving several matters, including providing equal educational opportunities for all students in these grades, developing their cognitive abilities and skills in line with future requirements, enhancing curricula and aligning learning resources and methodologies with the skills and knowledge required to be mastered, upgrading academic and vocational guidance methodologies, including smooth educational paths for all students, accelerating the paths of the gifted and providing them with the possibility of early planning for the higher education stage, as well as developing the school performance of government schools to raise the level of education outcomes for all grades by updating the school supervision model and increasing the competencies of school leadership to improve operations management through support plans dedicated to each school according to its needs, while ensuring the availability of high-quality expertise. It will also contribute to the continuous professional development of teachers, which adopts the best international practices in training and empowerment, empowering the e-learning system, and developing the digital skills of students and teachers.

Al Ruwaili noted the importance of the strategy for partners in the educational and pedagogical process, and summarized it in cooperation with the local community, as it works, in this regard, to enhance cooperation with parents and the local community to support the educational process.

Assistant Undersecretary for Educational Affairs at the MoEHE considered the MOEHE's educational strategy 2024-2030, with its slogan "Igniting the Spark of Learning," an essential element in achieving Qatar National Vision 2030 and the goals of the Third National Development Strategy. At the same time, it constitutes a roadmap toward achieving the goals of the human development pillar.

Regarding the most prominent axes on which the MOEHE's strategy 2024-2025 is based, Assistant Undersecretary for Educational Affairs at the MOEHE Maha Al Ruwaili told QNA that they are represented in pre-primary education, education from grades one to twelve, post-secondary education, continuing education and the capabilities of the educational system. She noted that the goals it seeks to achieve are comprehensive goals for all areas of the educational process, including, but not limited to, access to high-quality education and improving the level of services provided by kindergartens and nurseries.

She added that the ministry also seeks, through its strategy, to support the digital learning process, stressing that excellence in digital education at all levels represents one of the main objectives of the MOEHE's strategy. In that regard, she pointed to enhancing the digital skills of teachers and students and digitizing and managing educational content for all subjects and academic levels interactively and attractively.

Al Ruwaili said that the strategy focuses primarily on the learner, ensuring that they have an integrated educational journey enhanced with experiences and skills throughout the different stages of their lives. The ministry also seeks to enhance the capabilities of students and enable them to be future leaders and active contributors to society, through a number of strategic programs such as the "my skills, my future" strategic program, which aims to enhance curricula and align learning sources and methodologies with the skills and knowledge required to be mastered. The program also includes a project to prepare a comprehensive framework for twenty-first-century competencies and the "after school learning" project, which is an enhancement learning program that focuses on basic competencies and skills and the establishment of training camps.

Regarding the role of the strategy in supporting inclusive education and the programs that the ministry will work to implement within the framework of supporting students with disabilities, Al Ruwaili pointed out that the strategy did not ignore students with disabilities, but rather included essential initiatives through which it aims to provide fair and equal opportunities for these students, and empower and integrate them into society. She noted that the strategic program "my special path" aims to draw a roadmap to improve support for inclusive education and its quality and develop the services provided to students with disabilities.
