The Civil Service and Government Development Bureau has launched the first session of the “Sadara” programme, in co-operation with the General Secretariat of the Council of Ministers, the Ministry of Justice, and the Qatar Finance and Business Academy.
The launch was announced at a ceremony held Sunday, attended by HE the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi and HE the President of the Civil Service and Government Development Bureau and Secretary-General of the National Planning Council, Abdulaziz bin Nasser bin Mubarak al-Khalifa, who inaugurated the programme.
In her opening speech, Institute of Public Administration acting director Maha Masoud al-Marri stated that the Sadara programme reflects continuous efforts to study Qatar’s labour market and determine its needs for trained and qualified national competencies in terms of drafting legislation and analysing policies in the legal departments of government agencies.
The programme will run until November 28, with the participation of 35 trainees: 30 government employees and five new graduates.
Al-Marri said that the programme aims to develop the Qatari youth's capabilities in policy analysis and drafting legislation within government legal departments in accordance with the country's laws, in addition to developing the skills of people with promising talents who are seeking job opportunities in the field of law.
She said that the Sadara programme includes training modules on the legal foundations and principles in Qatar’s legal system, drafting legislative instruments and the most important characteristics of modern legislation in Qatar, legal oversight in drafting legislation, publishing, enforcement and expiry of legislation, and measuring the legislative impact in Qatar’s legal system, in addition to practical workshops in the Legislation and Policy Laboratory, and it will conclude with a training module to be held during a trip to Singapore to learn about the drafting of legislation there.
