The State of Qatar affirmed the important role of civil society in supporting the brotherly Palestinian people since the start of the Israeli aggression on the Gaza Strip on Oct. 7, 2023, and during the reconstruction phase of Gaza.
In this regard, it highlighted the relief efforts and support it has provided and continues to provide at all levels, in cooperation with the Arab Republic of Egypt.
This came in a speech delivered by HE Ambassador of the State of Qatar to Egypt and Permanent Representative to the Arab League Tariq Ali Faraj Al Ansari during the second session of the "Palestine and the Role of Civil Society" conference, held in Cairo under the slogan "Rebuilding Gaza's Social Fabric."
In his speech, HE addressed the dire situation caused by the Israeli occupation's policy that disrupts relief institutions and kills those working to provide aid and support to the defenseless Palestinians.
He added that the occupation will always remain horrible; despite Israel's obligations under international law to protect civilians and relief work, it continues to kill them, including those working for civil society institutions.
He noted that the State of Qatar has provided and continues to provide all forms of relief support to the Palestinian people through the Qatar Red Crescent, Qatar Fund For Development and Qatar Charity, alongside efforts made by dozens of volunteers working in Gaza and the occupied Palestinian territories within Palestinian civil society institutions.
His Excellency referred to the adoption of United Nations Security Council Resolution No. 1860 on January 8, 2009, which called for an immediate ceasefire in the Gaza Strip during that period.
The resolution included support and relief for Gaza, urging countries to provide all forms of support, reconstruction, and assistance for the Palestinian people, HE said, pointing out that the State of Qatar was the first Arab country to contribute to and support this resolution, establishing in October 2012 Gaza Reconstruction Committee to supervise and implement projects in Gaza to alleviate the effects of the suffocating siege on the Strip and provide aid to Gaza's residents through various projects, alongside providing material support to needy families.
The State of Qatar has also established a headquarters within Gaza, which was later bombed during the recent Israeli airstrikes on Gaza, HE added.
HE Tariq Ali Faraj Al Ansari also emphasized that the State of Qatar possesses the largest warehouse for humanitarian aid, which is used by the United Nations to store its supplies, expressing thanks to the General Secretariat of the Arab League and HE Assistant Secretary General and Head of Social Affairs sector at the Arab League Ambassador Haifa Abu Ghazala for the League's important and prominent role in providing humanitarian aid and support to the Palestinians.
HE also expressed thanks and appreciation to the Arab Republic of Egypt for its humanitarian and relief efforts since the beginning of the aggression on Gaza, including sending humanitarian aid and opening hospitals for the Palestinian people. He noted that since 1946, Egypt had called for an Arab summit to support the Palestinian state during the early period of the Israeli occupation of Palestine and has remained steadfast in its position rejecting the displacement of the Palestinian people from their land.
In this regard, His Excellency affirmed Qatar's position rejecting the displacement of the Palestinian people and supporting their inalienable rights, especially the right to establish their independent state on the borders of June 4, 1967, with East Jerusalem as its capital. He also emphasized that the two-state solution is the only way to achieve stability in the Middle East, stressing that this is not only the responsibility of Arab countries but of the international community as a whole.
At the end of his speech, HE Ambassador Tariq Ali Faraj Al Ansari underlined the importance of ensuring that the conference outcomes include recommendations to strengthen and protect Palestinian civil society institutions and prevent the displacement of Palestinians from their land.
For her part, HE Ambassador Haifa Abu Ghazala praised the State of Qatar's role in providing relief to the Palestinian people and supporting their legitimate rights. She emphasized the importance of mobilizing international support for emergency response plans to address the humanitarian conditions resulting from the brutal Israeli aggression on Gaza.
She pointed out that the conference addresses mechanisms of cooperation between local, regional, and international entities, whether to secure the maximum possible entry of aid into the Strip, expedite the approval of reconstruction plans, or to reverse all policies of voluntary or forced displacement. Additionally, it focuses on adopting emergency relief plans to assist the Palestinian people and establishing specific guidelines to monitor their implementation, she added
Ambassador Mohamed Al-Arabi, Egypt's former Minister of Foreign Affairs of and President of Shaf Center for Future Studies and Crisis Analysis hailed Qatar's supportive role for the Palestinian cause and its relief efforts for the Palestinian people, particularly during the brutal Israeli aggression on the Gaza Strip.
At the end of the conference, he honored HE Ambassador of the State of Qatar to Egypt and Permanent Representative to the Arab League Tariq Ali Faraj Al Ansari, presenting him with a shield from the center.
The Shaf Center for Future Studies and Crisis Analysis organized this conference, under the auspices of the Arab League and the Egyptian Ministry of Health and Population.
