The Shura Council held its regular weekly session today, in the "Tamim bin Hamad Hall" at the Council's headquarters, chaired by His Excellency Mr. Hassan bin Abdullah Al Ghanim, Speaker of the Council.
At the beginning of the session, His Excellency the Speaker of the Shura Council, on his behalf and on behalf of the members of the Council, extended the highest expressions of congratulations and blessings to His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the country, "may God protect and preserve him", on the occasion of the advent of the holy month of Ramadan, asking God Almighty to return it to His Highness, the Qatari people, and all residents of Qatar with goodness, blessings and prosperity, and to make it a month of security, peace and stability for the Arab and Islamic nations.
On the other hand, the Shura Council strongly condemned the decision of the occupation authorities to prevent the entry of humanitarian aid into the Gaza Strip, considering it a violation of the ceasefire agreement and international conventions, and an encroachment on humanitarian principles. The Council affirmed its complete rejection of any practices aimed at depriving civilians of their basic needs, stressing the importance of international parliamentary action to ensure the safe and sustainable flow of relief.
In this context, His Excellency stressed the need for the safe and sustainable flow of relief aid, referring in this regard to what Article 70 of the First Additional Protocol of 1977 stipulates in affirming the right of civilians to receive humanitarian aid, and obligating parties to the conflict not to obstruct the delivery of relief, as well as international humanitarian law, especially Rules 55 and 56 of the Red Cross Rules, which stipulate that aid must be allowed to pass and must not be obstructed in times of war.
After that, His Excellency Mr. Nayef bin Mohammed Al Mahmoud, Secretary-General of the Shura Council, read the agenda of the session, and the minutes of the previous session were approved.
During the session, the Council reviewed the draft law on water, referred to it by the esteemed government, and decided to refer it to the Health, Public Services and Environment Affairs Committee for study and submit its report on it.
On the other hand, the Council reviewed the report of the Financial and Economic Affairs Committee, which included the committee's opinion on the esteemed government's statement regarding the proposals of desire expressed by the Shura Council on "developing the tourism economy and studying possible solutions that lead to its development and advancement", where it took the appropriate decision in this regard.
The session continued, as the Council reviewed the report on the participation of His Excellency Member Mohammed bin Fahd Al-Musallam in a parliamentary symposium organized by the Inter-Parliamentary Union, on the occasion of the tenth anniversary of the entry into force of the Arms Trade Treaty, which was held via videoconferencing in December of last year. The Council also reviewed the report on the participation of members of the Arab Parliament in the second session of the first session of the fourth legislative term of the Arab Parliament, which was held in Cairo in December of last year.
