The Public Works Authority (Ashghal) announced Sunday a 'Design, Build, Finance, Operate, Maintain and Transfer' tender for the development of multiple on- and off-street car parking facilities within the Doha Central and West Bay areas as a public-private partnership.
Part of Doha’s beautification strategy, the project is aimed at reducing cases of illegal on- and off-street parking through the implementation of new, controlled and regulated parking facilities, Ashghal has said.
Accordingly, the authority has issued a notification to "submit qualification for public-private partnership for the West Bay and Doha Central Car Parking" project.
According to the notification, West Bay requires the construction of two new fully serviced multi-storeyed parking buildings to provide an additional 1,400 spaces.
Doha Central requires the construction of eight new fully serviced multi-storeyed parking buildings to provide an additional 3,870 spaces.

Existing off-street at-grade facilities and on-street parking are included in the project scope for both areas, Ashghal has said.
Ashghal stressed that it is looking for "a suitably qualified private sector developer/operator (project company) with international and/or regional experience in developing and managing similar car park facilities to partner with for this project".
The authority explained that the scope of the project has been envisaged after an initial demand analysis of the above-mentioned areas. It, however, may be studied further by the developer to reach an optimal solution to satisfy demand and revenue requirements, it added.
The developer will be fully responsible for the Design, Build, Finance, Operation and Maintenance of the facilities for 25 years.
The facilities should include the latest smart parking technology to support the National Vision and integrate with other systems and initiatives, Ashghal said. Also, the developer will be permitted to propose complementary facilities on the parking sites to support additional revenue generation.
The facilities are expected to be operational by the end of 2021, ahead of the 2022 FIFA World Cup, the document adds.
"While the complete shareholding structure is not comprehensive at this stage, Mowasalat (Karwa), the Qatar-based provider of public transportation services, will be expected to have an ownership stake in the project company," the notification adds.
A Request for Qualification (RfQ) for the project is available on the Ashghal website (www.ashghal.gov.qa). The purpose of the RfQ is to invite competent Qatari and international companies and consortiums, capable of delivering the project, to participate in the tender process.
If Ashghal proceeds with the Request for Proposal (RfP) following the RfQ stage, only the pre-qualified bidders will be requested to participate in the RfP stage.
The scope of services for the project will include but not be limited to design, construction, project financing, operation and maintenance (hard and soft facilities management), and transfer back to the contracting authority.
The deadline for submission of the Statement of Qualification is 1pm on November 5. It must be in accordance with the requirements in the RfQ and has to be submitted to the Public Works Authority, Engineering Services Department manager, Ashghal Tower 1, ground floor, PO Box 22188, Doha.
According to the Request for Qualification document, the project has been launched to help Qatar meet its increasing demand for car parking facilities in the West Bay and Doha Central areas. "The project will also help achieve the objectives of the beautification strategy aimed at reducing or organising vehicle parking in the West Bay and Doha Central areas by introducing on-street metered parking bays and off-street car parking facilities," the document states.
