The Public Works Authority's (Ashghal) fees for its services to establishments and individuals, as per the Ministerial Resolution (No. 211) of 2019, will come into effect from Wednesday.
The services are divided into three categories: connecting to networks, usage of the networks and providing permits for services related to the operation and maintenance of both drainage and road networks, according to a statement.
The foul water network services include the drainage of water from houses and organisations to the sewage water network. This service is provided free of charge to Qatari houses. For non-Qatari houses and all organisations, the fee is 20% of the monthly water bill by the Qatar General Electricity and Water Corporation (Kahramaa).
Ashghal provides the service to connect the first house for Qataris to sewage water network free of charge. For the second house or more, the service charge is QR12,000.
The service fee to connect the first house for non-Qataris to the foul water network is QR6,000. While the service for the second house (or more) connection, the service fee will be QR12,000.
For all types of organisations, the service fee to connect to the foul water network is QR12,000.
The fee for issuing and renewing permits for sewage water tankers is QR50 while the fee to discharge the foul water via tankers into the treatment plants is QR1 per cubic metre.
Treated water is used for various purposes including irrigation of green areas, fodder agriculture and beautification of roads in addition to use in cooling systems and factories and road projects. According to the Ministerial Resolution, establishments that use treated water may submit a request to connect to the treated water network and shall pay for the actual connection cost while the fee for using the treated water is paid at the rate of 1 Dirham per cubic metre if the use is for agricultural and fodder purposes and 25 Dirhams per cubic metre for beautification and industrial purposes.
Contractors and developers requesting a dewater permit or renewal of the permit shall pay QR300. A fee of 10 Dirhams per cubic metre shall be paid for pumping groundwater into Surface and Ground Water Services (SGW) network.
If a customer requests to connect the building or installation to the SGW Network, he shall pay for the actual connection cost. A fee of 10 dirhams per cubic metre shall be paid for pumping waste cooling water into SGW network.
Road permits include requests for moving abnormal loads that would affect road safety due to their greater size and weight that exceed the road's capacity. This requires special arrangements to ensure safe transport of such loads. QR5,000 should be paid when submitting an application to issue a permit for moving abnormal loads.
The application for inspection to estimate the cost of damages caused to Ashghal’s assets such as streetlight poles, directional signs and barriers due to accidents requires paying QR100 for each inspection request.
In accordance with the Law No. (14) of 2015 on “Organisation of Works within the Road Corridor”, Ashghal shall grant the permit for any excavation work, road diversions or closures, extension or maintenance of utility lines and occupancy of the right of way.
The permit fee for occupancy within the right of way is calculated using two formulas based on permit type. The law also demands not damaging the public assets including road networks and pavements and to carry out works according to specific standards that ensure quality, security and safety for all while ensuring clear responsibility of those who work within the work zone. The law also demands no overlapping works on the same road.
Ashghal will provide various services and permits through the customer zone portal on its website. Details regarding each service and the required documents will be available on the website.
In order to simplify the payment process, Ashghal will issue bills to customers via e-mail. Customers may pay directly to Ashghal by credit card at the customer service centres, located in Ashghal buildings at West Bay and Salwa Road. In addition, customers may pay the bill by a deposit or bank transfer into Ashghal’s bank account.
Foul water service fee is included in Kahramaa’s water bill.
