The Ministry of Administrative Development, Labour and Social Affairs, represented by the Institute of Public Administration, concluded the “results-based strategic planning” programme, with the participation of employees of the planning and quality departments working in 14 government entities.
The six-week training programme focused on the participants’ acquisition of the capabilities necessary to prepare the results-based strategic plan document and project documents for their work entities, enabling them to oversee the implementation process and use indicators to measure the results achieved.
Planning and implementation of this programme came to meet the needs of government entities and to enable their employees working in the planning and quality departments to respond to the requirements of implementing the second National Strategic Plans 2018-2022, which emerged from Qatar National Vision 2030.
The programme is consistent with the planning methodology adopted in Qatar, which focuses on the main results that government agencies seek to achieve, as it included ten sequential training modules that began with the general framework of results-based strategic planning and the Qatar National Vision 2030, the directives of His Highness the Amir in national development and the strategic planning approach based on results.
Then the programme dealt with tools for analysing the internal and external environment of government agencies, and formulating the main results and objectives.
Participants were also trained to prepare the results-based strategic plan document and its projects and to focus on the behavioural aspects related to the results-based strategic planning process in a way that addresses the concepts of citizenship, loyalty, belonging and security sense, building partnerships and communication between government agencies that are once executors and other times supportive parties to implement projects of other government agencies.
The programme has been designed to largely cover the practical side of strategic planning, as the training method is based on theoretical aspects and then practical applications and applied cases from the reality of government entities, then give an opportunity for a day or two in some training weeks so that the trainee will return to his workplace or devote himself to preparing some forms and documents and presenting them upon his return to the programme.
The last two days saw discussion of the strategic plans and projects documents related to the competencies of the trainees’ work bodies that were prepared during the programme.
