The Board of Trustees of the Community College of Qatar (CCQ), chaired by HE Dr Hessa bint Sultan al-Jaber, has appointed Dr Khalid Mohamed al-Horr as the next president, succeeding Dr Mohamed Ibrahim al-Naemi.
Dr al-Horr has extensive experience in the fields of higher education and vocational training.
Prior to assuming the CCQ presidency, he held the position of chief executive of the Qatar Finance and Business Academy (QFBA) since 2018.
From 2013-2018, Dr al-Horr served as director of the Higher Education Institute at the Ministry of Education and Higher Education, where he supervised efforts to develop rules and regulations for higher education, such as licensing of private higher education institutions, government scholarships and degree equivalency, in addition to contributing to the development of the National Qualifications Framework.
Dr al-Horr holds a PhD in Management and Human Resource Management and a Master’s Degree in Human Resource Management from the UK’s University of Leeds, and a BSc in Administrative Sciences and Economics, Business Administration from Qatar University.

The CCQ's Board of Trustees commended the efforts made by Dr al-Naemi during his presidency, including his leading role in the development of the academic programmes and offering a new range of specialised programmes, such as the Associate of Arts in Business Administration (hybrid), the Bachelors of Science in Mechanical and Electrical Engineering Technology, the Bachelor of Science in Logistics and Supply Chain Management, as well as the Bachelors of Arts in Project Management (PM) and Human Resource Management (HRM) inaugurated as of Fall 2021-2022, marking the first bachelor’s degree programmes in PM and HRM offered by a higher education institution in Qatar.
Furthermore, the CCQ established the Flexible Learning Unit, and the College’s English Language Centre was granted accreditation by the US-based Commission on English Language Accreditation (CEA).
The academic partnerships included the CCQ’s fruitful co-operation with Qatar University, Lusail University, the College of the North Atlantic in Qatar (currently University of Doha for Science and Technology), the Doha Institute for Graduate Studies, and Yarmouk University in Jordan.
In addition, the CCQ has established strategic partnerships with the Ministry of Interior, the General Authority of Customs, Huawei Technologies, and Qatar Assistive Technology Centre (Mada).
The CCQ, established in 2010, had more than 5,800 male and female graduates by the end of the fall and spring semesters (2021-2022).
