The Official Ticket Resale Platform is now open until the end of the FIFA World Cup Qatar 2022 on December 18, FIFA has said. 
The platform will make it possible for members of the general public to submit for resale tickets purchased online via their FIFA ticketing account by selecting “Tickets to Resell”, subject to the applicable conditions stated in the General Public Ticket Resale Policy.

 
The policy states the following:

 The original ticket purchaser can submit any tickets intended for guests for resale while keeping their ticket for a given match. However, if the original ticket purchaser wishes to submit their ticket to the resale platform, they must submit all other tickets they purchased for the same match. Guests are not permitted to attend any matches without the original ticket purchaser.

If a ticket has not been successfully resold 20 minutes after the kick-off of the respective match, it will continue to be available for the original ticket purchaser own use in the same ticket format as it was originally purchased. For mobile tickets (i.e. tickets purchased online), the original ticket purchaser will be required to reassign unsold tickets to themselves and any guests via their FIFA ticketing account for the tickets to be available through the Official FIFA World Cup 2022 mobile ticketing application.
Original ticket purchasers are strongly encouraged to withdraw a ticket from the resale platform in sufficient time prior to the respective match if he/she subsequently intends to retain the ticket for his own use. If the ticket(s) has been originally purchased online on FIFA.com/tickets, the original ticket purchaser will be required to reassign withdrawn tickets to themselves and any guests via his/her FIFA ticketing account.
In such cases that a ticket is not resold on the resale platform or if a ticket is not withdrawn in sufficient time prior to the respective match for the ticket to grant access to the match stadium, the original ticket purchaser will not be entitled to a refund or any other form of compensation from FIFA Ticketing.
FIFA Ticketing makes no guarantee that any ticket submitted to the resale platform will be successfully resold and will determine in its sole discretion when a ticket submitted to the resale platform by an original ticket purchaser is ultimately posted on the resale platform for potential sale to a resale ticket purchaser. FIFA Ticketing accepts no liability and is not responsible for any costs or expenses incurred by an original ticket purchaser resulting from their ticket not being successfully resold on the resale platform.

* Resale Fee
FIFA Ticketing will charge resale fee each to the original ticket purchaser and the resale ticket purchaser (if the tickets are successfully sold):
For the original ticket purchaser, the resale fee is charged on a per ticket basis and, for each ticket sold on the Resale Platform, shall equal the greater of either QR2 or 5% of the ticket face value paid by the original ticket purchaser and the resale ticket purchaser, respectively; and
For the resale ticket purchaser, the resale fee is charged on a total transactional basis and, shall equal the greater either QR2 or 5% of the aggregate purchase price (including fees) of all tickets purchased by the resale ticket purchaser for a given transaction.

* Refund Process
If a ticket is successfully resold on the Resale Platform in accordance with the General Public Ticket Resale Policy, FIFA Ticketing will process a refund to the original ticket purchaser of the prescribed amount less the resale fee within 30 working days following the end of the resale window and otherwise in accordance with the Online Ticket Terms of Sale for General Public.
The resale or attempted resale of tickets by any other means is strictly prohibited.
